Research On The Law Enforcement Mechanism For The Joint Prevention And Control Of Cross-regionalatmospheric

Air pollution has the characteristics of mobility and transboundary.The frequent occurrence of air pollution affects the social economy and public health.In order to achieve the goal of a beautiful China in 2035 and the carbon neutrality vision,during the "14th Five-Year Plan" period,the prevention and control of air pollution will be effectively promoted,and the complex air pollution problems across regions will be dealt with collaboratively.critical.The purpose of this paper is to explore the perfect path of the cross-regional air pollution joint prevention and control law enforcement mechanism,in order to provide a useful reference for the innovation of the regulation and management mode of regional joint law enforcement in my country.my country’s current law enforcement mechanism for cross-regional air pollution prevention and control still has problems such as unclear law enforcement basis,incomplete law enforcement subject status,imperfect law enforcement procedures,and imperfect law enforcement guarantees.After systematically discussing the basic theoretical issues such as foundation,characteristics and functions,through the sample inspection of domestic key regions and the experience of cross-regional joint prevention and control of air pollution outside the region,the improvement path is proposed from the following four aspects: first,establish inter-governmental Guiding principles for collaborative joint prevention and law enforcement;second,build a cross-regional air pollution joint prevention and law enforcement management system;third,refine the cross-regional air pollution joint prevention and law enforcement methods;fourth,improve the cross-regional air pollution joint prevention and law enforcement guarantee mechanism.Based on this,a normalized and stabilized cross-regional air pollution joint prevention and law enforcement mechanism will be established to improve the effectiveness of my country’s cross-regional air pollution control.
