Green development is the core of building an ecological civilization,and it is also the basic background for China’s environmental policy governance in the face of development in the new era.In the context of the new era,meeting the growing needs of the Chinese people for a better life can no longer just wait for the emergence of an unknown turning point in the "Environmental Kuznets Curve" that will appear in theory.China urgently needs to solve a breakthrough in the balance between ecological protection and economic growth How to solve the ecological and environmental problems from the root cause,how to effectively transform the economic growth mode,and to better promote high-quality development are issues that the government and people need to pay attention to.Since the beginning of 2016,the environmental inspections have completed environmental inspections in 31 provinces,autonomous regions,and municipalities in China within two years.The main content of this inspection is not only limited to environmental issues,but also by focusing Cadres have solved a large number of local governments’ long-term accumulation of political and environmental problems that have been lazy in management and governance.To a certain extent,they have added new impetus to the implementation of the goal of ecological civilization.This article takes 2014-2018 listed companies in heavy pollution industries in Shanghai and Shenzhen as the research object.Through combing the existing literature,we find the research entry point,based on the theory of environmental externalities,sustainable development,social responsibility and promotion championship theory Etc.,using the PSMDID method to deeply analyze the impact of the environmental regulation behavior of environmental protection inspection on the environmental protection investment behavior of enterprises,and consider whether the local government,as an intermediate link between the central government and local enterprises,will have an impact on the regulatory behavior of environmental protection inspection The impact of the promotion effect.The empirical results show that:（1）Environmental protection inspection actions have a positive effect on corporate environmental protection investment;（2）In areas with high levels of local government competition,environmental protection inspection has a strong impact on corporate environmental investment.Finally,this article combines theoretical and empirical results and finds that the central government’s powerful administrative coercive means,taking "environmental protection inspection" as an example,is the necessary action to urge Chinese enterprises to conduct environmental protection investment activities at this stage,but the effectiveness of an inspection action is limited.It is necessary to implement the formulation of environmental protection inspection related mechanisms,focus on key points and precise strikes to add a "protective net" to national environmental governance and put a "tightening curse" on corporate investment behavior.
