The circular economy(CE)is an essential framework for achieving sustainable development.As the "sublation" of traditional economic development mode,Taking into accounts of economic benefits and environmental protection.Promoting the development of construction and demolition waste(C&DW)recycling is an important content of C&DW management and an important measure to achieve green development of construction industry.However,at present,the recycling rate of construction waste in China is low,the development of industrial chain is slow,and a huge amount of construction waste is not reasonably utilized,which seriously hinders the implementation of regional sustainable development strategy.So,the development of C&DW recycling to move to CE is almost urgent.Therefore,in order to promote under the CE model development of C&DW recycling,in Guangzhou of China as an example,this study first used the method of material flow analysis,analysed C&DW from the evolution mechanism and the path to disappear,and the index system of evaluation system of C&DW recycling,and evaluate the index system of C&DW recycling system,and analyze its development potential to CE mode.Then,on the basic of literature review and semi-structured interviews,54 potential barrier factors and 11 stakeholders were identified,and the effect degree of each potential barrier factors was quantified through questionnaire survey and data processing.Finally,used the social network analysis method,Gephi 0.9.2 software was used to build a network analysis model of potential barriers factors,and the related indicators of network structure were analyzed by Ucinet6 software,explored the key barrier factors that hinder the development of C&DW recycling in CE and the key stage of operation.The results show that:(1)Guangzhou in 2021,C&DW recovery rate of the recycling system was only 39.1%,the conversion efficiency was9.2%.It has great potential for CE valorisation;(2)The network density was 0.045,it was indicating that the network is sparsely connected and does not show an obvious trend of concentration to a certain point.At the present stage,the development process of C&DW recycling system in CE lacks effective management mechanism to control and restrict the barrier factors;(3)According to the analysis of the Out(In)-degree and Degree difference,this study found that the primary potential barrier factors are “Inadequate incentive /support policies from the government sector,” followed by “Insufficient publicity and education on C&DW recycling by the government sector” and “Insufficient legal framework for C&DW management”;(4)In the process of C&DW recycling to CE mode,A key stage of the“control power” and “adjustment ability” is the promotion and application of recycled products,At this stage,the total BC values of network nodes account for 46.5%.That is,this stage is the key link of C&DW recycling system operation;(5)The barrier factors network has three core locations,and the members of the core locations play a very important role in the network.Finally,this paper puts forward the implementation strategy to promote the recycling development of C&DW in circular economy from many aspects.This study will provide theoretical guidance for the formulation of policies related to C&DW recycling,and help stakeholders to propose more effective solutions to a certain barrier factor according to their own conditions,so as to further promote the application of recycling economy in the recycling industry of C&DW.
