Application Of Aviation Safety Management System In S Airport Company

Aviation accidents are generally catastrophic,leading to a large number of casualties,property losses and huge social impact.Safety is regarded as the lifeline of the civil aviation industry and the foundation for the development of aviation enterprises.In recent years,the business volume of S Airport Company has increased rapidly,and it also means more pressure and challenge on safety.The aviation safety management system is a systematic safety management mode for aviation enterprises advocated by ICAO.In order to expand the safety margin,the company has promoted and implemented the aviation safety management system,but some unsafe incidents still occur sometimes,which means that the safety status has not been effectively improved.The purpose of this thesis is to explore the facts that there are some problems of S Airport Company in applying the aviation safety management system,and then by adopting corresponding rectification measures,the efficiency of the safety management system is fully brought into play,resulting in controlling the operational safety risks and enhancing the safety management level.This thesis analyzes the application of 12 elements in the 4 components of the aviation safety management system,studies the existing problems and proposes improvement countermeasures.The research on the application status of S Airport’s aviation safety management system is completed by collating and studying S Airport’s documents and making in-depth interviews with employees at all levels of the company.The first part clarifies the domestic and foreign aviation safety management theoretical system and application status,the safety management theory and model tools,and the components and elements of the aviation safety management system,which lays the foundation for the thesis.The second part reveals the main problems in the system operation and analyzed the reasons including the failure to implement safety objectives and responsibilities,poor hazard identification and assessment capabilities,incomplete establishment of a safety performance system and poor quality of safety training,etc,by investigating the application status of the aviation safety management system of S Airport Company.Then,it puts forward improvement scheme and measures for the company to enhance the application of aviation safety management system,including clarifying and implementing post responsibilities,improving hazard identification and assessment capabilities,optimizing and refining safety performance indicators and monitoring and evaluation,and strengthening safety training.In the last part,to promote the implementation of the scheme and achieve its expected results,it provides the safeguard measures to continuously enhance the construction of safety management system.The research shows that the effectiveness of the aviation safety management system has not been fully utilized in the S Airport Company,so that some aspects like safety responsibilities,safety risks,safety performance,safety training management should be rectified.At the same time,human resources and financial support should be poured into building an information platform to continuously optimize and strengthen the components and elements of the aviation safety management system,and to further truly exert the system’s effectiveness and raise the level of safety management.
