Quantitative Analysis And Comparative Study On Provincial Water Environment Policies In Tai Lake Basin

Tai Lake Basin is the key area for the construction of the Yangtze River Economic Belt.Good water environment is an important prerequisite for Tai Lake Basin to take the lead in achieving integration and high-quality development in China.However,the current water environment situation in Tai Lake Basin is severe.Insufficient coordination of water environmental protection policies of Shanghai,Jiangsu and Zhejiang is an important reason.This paper aims to analyze the main differences of water environment policies of three regions in Tai Lake Basin,find out main problems and make systematic adjustment for the policy system.This paper establishes a comparative framework of basin water environment policies.The water environment policy documents of Shanghai,Jiangsu and Zhejiang in Tai Lake Basin were collected and their basic characteristics were identified.The policy text is divided into three dimensions,including policy objectives,policy tools and policy implementers.The keywords are extracted,compared and analyzed.On this basis,main problems are found out,and corresponding countermeasures are finally put forward.The results show that:(1)In recent years,the supply quality of water environment policies of Shanghai,Jiangsu and Zhejiang has gradually improved,with diversified policy types,prominent policy priorities,and different regional policy priorities.(2)Due to the differences in the water environment problems at different stages and their causes,the three-dimensional policy framework at each stage has different characteristics,but on the whole it shows a trend of gradual diversification and stability;the connection of policy objectives,policy tools and policy executors in each stage is close and affects each other and changes.(3)The existing problems in the water environment policy system of the Tai Lake Basin included imperfect policy target setting mechanism,lack of flexible and innovative policy tools,lack of a long-term mechanism to mobilize the enthusiasm of the market and society,and the lack of linkage among water environment governance policies.Finally,some countermeasures are proposed,such as improving the target system,promoting the transition from "management" to "governance" of basin water environment,comprehensive using all kinds of policy tools,improving the supervision and assessment mechanisms,promoting the comprehensive collaborative governance of basin water environment,improving the effectiveness and level of core policies,strengthening publicity.
