Construction And Application Of Air Pollution Prevetion And Control Environmental Performance Audit Evaluation System

With the rapid development of China’s industrialization,the rapid development of China’s national economy has also triggered a large number of environmental pollution problems,of which the most severe is air pollution,which has become the focus of all sectors of society.Recently,the government has implemented a series of air pollution control measures,especially in 2018,which is a year of great significance for the development of my country’s ecological and environmental protection.The State Council Office issued an action plan to reduce environmental pollution.After that,all localities took advantage of the situation and formulated the "blue sky protection plan" in combination with the local development situation,which made a positive response to China’s policies.In addition,China has issued a series of policies and programs to improve China’s air pollution,and increased investment in environmental protection,new energy development and utilization,hoping to improve China’s atmospheric environment.It is necessary to carry out a special audit and evaluation of air pollution control and environmental performance to understand the government’s performance of air pollution control.Through the special audit of the environmental performance of air pollution prevention and control,we can objectively and comprehensively understand the effect of the government’s air pollution prevention and control measures.However,due to the late time and insufficient research of environmental performance audit of air pollution prevention and control in China,a scientific and systematic evaluation system has not been formed.Such a situation is not conducive to the government to carry out environmental performance design and introduce effective pollution control policies.Therefore,based on the previous research results,this paper attempts to build a set of environmental performance audit and evaluation system of air pollution prevention and control.Combined with the actual situation of C City,the air pollution prevention and control situation are evaluated to facilitate the follow-up air pollution control work.This paper comprehensively uses case analysis method and literature analysis method,organically combines theory and practice,and sorts out the research results of various countries.After research,it is found that there are many empirical studies on air pollution abroad,while the research of domestic scholars is mainly concentrated;Secondly,the related concepts and theoretical basis are introduced.The theory of state governance is the theoretical basis of this paper.Thirdly,the audit evaluation work is analyzed.Then,the thesis makes a brief introduction about the DPSIR model’s basic principles and conducts the applicability analysis.It introduces the principles that should be obeyed in constructing the evaluation index system,such as the principle of combining subjective and objective,such as the principle of combining subjective and objective.The evaluation index system of pollution control environmental performance audit includes 5 factors and 21 specific indicators.After that,the weight of each index is calculated by using AHP,and a model is constructed for overall evaluation.Then,on the basis of the constructed model,the audit evaluation in City C is carried out,and improvement suggestions are put forward according to the problems pointed out in the thesis.Finally,it summarized the research results and pointed out the deficiencies in this thesis.This paper studies the air pollution control and environmental performance audit evaluation,and propose suggestions for the problems existing in C city’s audit to play a certain reference role for other scholars to conduct in-depth research in this field and look for some new breakthroughs in the development direction of air pollution prevention and environmental auditing.
