Comparative Study On Legislation Of Classified Management Of Domestic Waste Classification In Yangtze River Delta

Domestic waste classification is an environmental protection task put forward by the state based on the phenomena of "garbage siege",garbage pollution and resource waste in modern society.Citizens’ habit of domestic waste classification can not be developed overnight.Therefore,domestic waste classification,as a long-term work,must take the legal system of domestic waste classification as an important guarantee.Due to the late start of domestic waste classification in China,there are still many problems in the current local domestic waste classification legislation.The research on the legal system of domestic waste classification mainly focuses on public participation,legal governance and improvement of legal system,but there is a lack of regional comparative research.Based on the legal system of domestic waste classification in the Yangtze River Delta,this paper compares the form and essence of waste classification legislation in the Yangtze River Delta,finds out the problems existing in waste classification legislation in this area,and puts forward corresponding suggestions for improvement.The article is divided into five parts.The first part is the introduction,which mainly expounds the research background,research significance and research status at home and abroad of domestic waste classification,and briefly introduces the research methods of this paper.The second part is the comparison of legislative forms of municipal solid waste classification in the Yangtze River Delta.It is found that there are some problems,such as unclear concept,chaotic legislative structure,unclear naming method and so on.The third part is the substantive comparison of municipal solid waste classification legislation in the Yangtze River Delta.It is found that there are some problems,such as unscientific classification standards,unscientific setting of main responsibility,imperfect supervision mechanism,imperfect supporting system and so on.The fourth part is the problems of domestic waste classification legislation in the Yangtze River Delta and analyzes the reasons.The fifth part is the suggestions to improve the legislation of waste classification in the Yangtze River Delta,and puts forward some suggestions,such as strengthening regional collaborative legislation,clarifying the subject of responsibility,perfecting the supervision mechanism,perfecting the relevant supporting systems and so on.
