Research On Surplus Management And Environmental Regulation ——Take Huaneng International As An Example

In recent years,environmental governance has become a hot word in society,and the government has introduced a series of environmental regulations to urge the transformation of heavy polluting industries to environmental protection,such as the implementation of environmental protection electricity price increase policies and tax preferential policies for thermal power industries with serious air pollution,etc.,to promote the transformation of thermal power industries to clean energy.Environmental regulations are an important external environment for heavily polluting enterprises,which has a significant impact on their business performance,and heavily polluting enterprises under the background of environmental regulations face the dilemma of performance and the environment.Based on the motivation of enterprise surplus management,heavy polluting enterprises cater to the government’s environmental policies through surplus management,obtain more government resources to change corporate performance,and shape the corporate image of green development.Because few scholars have studied in depth how environmental regulations are transmitted to the surplus management of micro-enterprises,this paper examines the internal logic and the transmission path of environmental policies between corporate surplus management and environmental regulation.This paper uses a case study approach to explain the internal logic between corporate earnings management and environmental regulation.First of all,the dilemma of increasing the surplus management behavior of heavily polluting enterprises in the context of the environment is described,and the current situation of research related to the theme is grasped as a whole.Secondly,the theory related to surplus management and environmental regulation policies are taken as the theoretical basis of this paper,and from the background of the case,it is extracted that thermal power enterprises are heavily polluting enterprises that are susceptible to environmental policies,and thermal power enterprises are selected as case objects.The quantitative analysis method is used to estimate the degree of surplus management of the case enterprise,and the qualitative analysis is used to identify the specific surplus management means of the case enterprise,and the profit management motivation behind the enterprise is analyzed.Finally,for heavily polluting enterprises,suggestions were put forward to reduce corporate surplus management from the perspective of the government.Through the in-depth analysis of the case of thermal power enterprise Huaneng International,it is learned that Huaneng International conducts negative surplus management in order to obtain government subsidies,and its internal logic is that environmental regulation affects the environmental costs of enterprises,environmental cost changes affect corporate performance,and enterprises adjust corporate performance to meet environmental policies through surplus management.This paper draws the conclusion that environmental regulation will induce surplus management of heavily polluting enterprises;state-owned heavy polluting enterprises have a stronger incentive for surplus management;and the combination of accrued surplus management methods and real surplus management methods is used for surplus management.From the perspective of the government,suggestions are put forward to improve the compensation system of environmental regulation,improve the quality of information disclosure,deepen the reform of state-owned enterprises and optimize the technological innovation of enterprises with strong environmental regulation,so as to reduce the earnings management of enterprises.The clever combination of the project and current politics,the combination of corporate earnings management and government environmental regulation research,is conducive to identifying the earnings management behavior of heavy pollution enterprises,promoting the reduction of earnings management behavior of heavy pollution enterprises,thus promoting industrial transformation and upgrading,and speeding up the construction process of ecological civilization in China.
