Research On The Supervision Of Government Environmental Law Enforcement By County People’s Congress ——Taking Hedong District Of Linyi As An Example

County-level people’s congresses and their standing committees serve as an important part of China’s local people’s congress system.In terms of functions,supervision is the most important regular work of the standing committees of people’s congresses at the county level.In the NPC’s supervision of the First State Council,the First Party Committee and the Supreme People’s Procuratorate,the supervision of the people’s governments at the same level is the most important and common.The NPC has sufficient constitutional,organizational law and environmental legal basis for supervising government environmental law enforcement.This paper studies the problems in county-level supervision government environmental law enforcement work,hedong district as a sample,using literature analysis method,case study law,found that although some progress,obtained some experience,but there are still supervision content is not comprehensive,single supervision method,supervision and low quality,supervision system,these problems include the lack of effective coordination mechanism between supervision and municipal government supervision,government constraints,supervision object of supervision law,people’s own ability,weak ecological social forces.In order to improve the NPC supervision,promote the construction of ecological civilization,from improve the municipal government supervision and county supervision coordination mechanism,handle the NPC supervision and support of government administration relationship,improve the supervision law,establish the government environmental law enforcement due process,strengthen the county people’s own supervision ability,cultivate mature ecological social power,further improve the local people’s congress environmental supervision.
