| The extensive application of chemicals not only provides convenience for human life,but also brings more and more obvious environmental harm.Chemicals diffuse in the natural environment during production,use,treatment and disposal.In recent years,the environmental management of chemicals has attracted much attention,and relevant laws and regulations have been constantly improving the management of chemicals.Chemicals in Shenzhen are characterized by strong harmness,multiple types,and large output and use volume.There are many industries and enterprises involved in the production and use of chemicals,and the problem of chemical risk management and control is more prominent.In order to solve the difficulties existing in the current Shenzhen chemical environmental management,by building chemicals selection sorting method,this study identified the need to focus on control of Shenzhen chemicals,evaluation of chemicals in the process of the life cycle of effects on the environment,carrying out enterprise environmental risk assessment,precision control of divisions,classification of other chemicals.This project considered the toxicity and environmental effects of chemicals,constructed a comprehensive evaluation model of chemical hazards,graded the indicators according to the literature and expert scoring method,and used the analytic hierarchy process to get the weight of the corresponding indicators.The index information of chemicals was obtained from the relevant database,and the hazard value of chemicals was calculated through the constructed model.Based on the use of chemicals in Shenzhen,the chemicals that should be paid attention to in Shenzhen city were identified.The identification results show that the main hazardous chemicals in Shenzhen include Deca BDE,HBCD,Nonylphenol and Short-chain chlorinated paraffins.The life cycle process of chemicals under priority control in Shenzhen city was obtained through field investigation and questionnaire survey.According to the analysis of the production process related data submitted by the enterprise,raw and auxiliary material data and MSDS data,the life cycle list of the controlled chemicals was sorted out and calculated.The list data were classified,characterized,standardized and weighted to obtain the total environmental impact potential.Deca BDE and HBCD,Short-chain chlorinated paraffin,Nonylphenol per capita equivalent environmental impact load are:0.15,15 and 0.86.According to the results of chemical life cycle evaluation,the main pollution control links in the life cycle process were identified as extrusion,injection molding,cutting,cleaning and so on.According to the production process of superior controlled chemicals and the actual production situation of superior controlled chemicals enterprises,an enterprise environmental risk grading assessment system was established.The assessment system mainly includes the environmental risk of chemicals,enterprise environmental management and risk level.The judgment matrix is used to classify the environmental supervision level of enterprises into general,medium,large and significant environmental risks.According to the preliminary survey data,100 companies are selected to carry out environmental risk assessment,and their environmental risks are mainly medium and large ones.There were 27 enterprises with general risks,41 enterprises with medium environmental risks and 32 enterprises with large environmental risks.Relevant measures should be taken to control enterprises at different levels to reduce the environmental risk level of the superior controlled chemicals in Shenzhen. |
