Environmental Pressure,Public Supervision And Green High Quality Development

With the gradual evolution of the social form,the wave of industrialization has created huge material wealth for the regional economy,but the ecological problems such as resource depletion and environmental pollution have become increasingly prominent,which seriously threaten the survival of human beings and the sustainable development of society.In this context,the Chinese government attaches great importance to green and high-quality development.During the 12 th Five-Year Plan period,the Chinese government promulgated for the first time the emission limit standards of nitrogen oxides in all provinces of China.However,the pressure of environmental protection is only the premise of energy conservation and emission reduction.Under this background,it is worth studying whether the implementation of China’s first NOx restriction policy is effective and whether it can achieve the win-win goal of energy conservation and emission reduction and green and high-quality development.Based on the national NOx emission limitation policy,this paper discusses the effectiveness and persistence of environmental pressure on green and high-quality development,and deeply analyzes the masked and moderating effects in the influencing path.Firstly,the background,significance,research content and innovation of environmental pressure,public supervision and green high quality development are introduced,and the overall framework and necessity of this paper are expounded.Then,the research status of scholars at home and abroad is introduced from three perspectives: environmental pressure,public supervision and green and high-quality development.Then it systematically introduces the theoretical mechanism of environmental pressure and public supervision on green and high quality development,which lays a solid theoretical foundation for this paper.Finally,the bidirectional fixed effect DID model was used to empirically study the relationship between environmental pressure and public supervision on green and high-quality development in 30 provinces from 2004 to 2017.In addition,for the robustness of the empirical results,this paper uses the expected benefit model and risk regression to regress the samples again to confirm the robustness of the research results.The results showed that :(1)environmental pressure policy significantly reduced NOx emission in the region;(2)Under the premise of the effectiveness of environmental pressure policy,it will promote the development of green quality,and the policy driving effect is still on the rise after five years,and there is a threshold effect;(3)There is a masking effect when environmental pressure influences green and high-quality development through scientific and technological progress,capital investment and industrial structure;(4)Public supervision has a negative moderating effect on the covering effect,and the intensity of public supervision is limited.This paper holds that the market mechanism should not only play a role in regulating green ecology,but also fully improve the efficiency of enterprises and the public to participate in environmental protection,and give full play to the optimal effect of energy conservation and emission reduction under the comprehensive strength of the government,enterprises and the public.
