| The Yellow River is the mother river of the Chinese nation and the cradle of the Chinese nation.Based on the important economic,cultural,and political functions of the Yellow River Basin,the ecological and environmental protection of the Yellow River Basin has always been an important issue of concern to the government.In2019,the Yellow River Basin Ecological Protection and High-Quality Development Symposium was held,which proposed a new strategic plan for the ecological environment management of the Yellow River Basin,and it is urgent to optimize the law enforcement mechanism for the ecological environment of the Yellow River Basin.At this stage,there are still shortcomings in the administrative law enforcement mechanism of the ecological environment in the Yellow River Basin,which are mainly characterized in the following aspects: first,the law enforcement bodies have not established effective legal mechanisms to support each other;second,the law enforcement mechanism of river basin management agencies is not perfect;third,the supervision system and Law enforcement has not formed a good connection;fourth,the public participation mechanism is not sound.By analyzing the reforms of my country ’ s ecological and environmental protection institutions in recent years,studying the implementation details of the forum on the high-quality development of the ecological environment in nine provinces along the Yellow River Basin,based on the excellent experience of foreign river basin governance,it is proposed that the current ecological environment in the Yellow River Basin In the vertical dimension of administrative law enforcement,we should actively and meticulously implement the requirements of the vertical management reform of the ecological environment department,and at the same time focus on solving the problem of difficulty in law enforcement at the grassroots level,and provide good system and legal support for law enforcement at the grassroots level.On the horizontal dimension,coordinating the benign interaction between river basin management agencies and local water law enforcement agencies is the key to solving the effectiveness of administrative law enforcement on the ecological environment of the Yellow River Basin.At the same time,environmental economic policies and various inter-governmental cooperation mechanisms are introduced to weaken local governments.Law enforcement barriers brought by protectionism.Finally,ensure the sound operation of the supervision mechanism and the public participation mechanism to form a comprehensive protection model for the administrative law enforcement of the ecological environment of the Yellow River Basin.Ecological protection and high-quality development of the Yellow River Basin is one of the important strategies related to national development.Under the new situation and new requirements,a new mechanism for comprehensive law enforcement in the basin must be actively explored to protect the ecological environment of the Yellow River Basin. |
