Research On Ecological Civilization Construction By Changzhou Binjiang Economic Development Zone

Ecological civilization is a new form of civilization that takes the harmony between humans and nature as the essence,based on the carrying capacity of resources and environment,and aims at sustainable development.With the rapid development of China’s economy,the contradiction between economy and environment seems to be prominent,which has affected the further development of China’s economy and society.It has become the general consensus of the society to strengthen the function of ecological environment and advocate the harmonious coexistence of man and nature.It is a strategic choice to implement the scientific development concept and sustainable development,and it is an inherent requirement for all-round construction of a well-off society,and a resource-saving and environment-friendly society.In recent years,China’s rapid economic development,but also accompanied by the deterioration of the ecological environment,which has affected the further development.The report of the 17 th National Congress of the Party initially and clearly put forward the goal of building ecological civilization in the new requirement of building a well-off society in an all-round way.For the first time,the report of the 18 th National Congress of the Party raised the construction of ecological civilization to a level that is tied to the four major construction projects of economy,politics,culture and society,and made a comprehensive strategic plan for promoting ecological civilization.The report of the19 th National Congress of the Party raised the construction of ecological civilization to an unprecedented height.It not only put forward the general guiding ideology for solving the problem of ecological civilization,but also put forward practical and concrete measures.As a social organization that undertakes public responsibility and manages public affairs,local government bears the first responsibility for the environmental quality of its administrative region in accordance with the provisions of the environmental protection laws,and its position in the construction of ecological civilization cannot be replaced.However,practice has repeatedly proved that in promoting the construction of ecological civilization,local governments often fail to properly handle the dilemma between "protection" and "development".In the process of development,environmental pollution and ecological damage occur constantly.In many cases,the ecological functions of local governments are not fully and effectively play.This paper takes the Binjiang Economic Development Zone in Changzhou(Chunjiang Town)as an example,expounds the initial results achieved by local governments in promoting ecological civilization.However,there are still some problems in the construction of ecological civilization,such as unbalanced investment in infrastructure,high-energy-consuming industries for short-term economic growth,weak efforts of early warning and monitoring by the government and environmental pollution control,inadequate enthusiasm of the whole people to participate in the construction of ecological civilization,and unreasonable layout of urban planning,industry and structure.This paper sums up the fundamental reasons why local governments fail to give full play to their ecological functions in terms of clarity,inadequate policy support for the construction of ecological civilization and inadequate public opinion guidance for the propaganda of ecological civilization.This paper selected representative cities of ecological civilization construction at home and abroad,summed up the advanced experience of the government in promoting the construction of ecological civilization focused on strengthening the rigid constraints of relevant laws through top-level design,strengthening the concept of sustainable development through advocating the participation of the whole people,and building the sustainability of ecological culture through the formulation of feasible urban planning.On this basis,combined with local reality,the paper puts forward practical and feasible countermeasures and suggestions from five aspects:industrial restructuring,ecological planning,development of circular economy,strengthening early warning and monitoring,and advocating the participation of the whole people,so as to better play the ecological functions of local governments and the main responsibility of ecological environmental protection and gives full play to subjective initiative.
