Study On Risk Control And Construction Scheme Of Outdoor Chemical Cleaning In Severe Cold Regions In Winter

The true sense of chemical cleaning in China has a history of no more than 30 or 40 years.Although cleaning agents and cleaning processes have developed rapidly,the safety management of chemical cleaning has not kept the pace.Various accidents including personal injuries(even casualties)and environmental pollution occur all the time during chemical cleaning.Some chemical cleaning operations have no time or geographical choice and have to be inevitably carried out outside in the cold winter season.With the shift of China’s coal chemical projects to the northwest(Xinjiang,Inner Mongolia,Northern Shaanxi,etc.),the outdoor winter chemical cleaning construction will be more and more frequent in severe cold regions.Compared with conventional chemical cleaning,the safety hazards and risks of outdoor chemical cleaning in severe cold regions have increased and even superimposed,and the consequences of those risks have become more serious.Therefore,it is of great significance to conduct outdoor chemical cleaning risk control and construction research in severe cold regions in winter.This paper studies the method and application of safety risk control for chemical cleaning operations at home and abroad.In consideration of the two aspects of ensuring safety(including pipeline antifreeze)and guaranteeing the quality of cleaning.The hazardous and harmful factors regarding outdoor chemical cleaning in winter of severe cold area are identified according to <(GB6441-86)The classification for casualty accidents of enterprise staff and workers> and <(GB/T13816-2009)Classification and code for the hazardous and harmful factors in process>,in view of a project case about degreasing and cleaning oxygen piping at low pressure for a coal chemical enterprise in Xinjiang Autonomous Region,with the application of the method of process safety management,those risks in association with such project are assessed in the manner of qualitative & semi-quantitative analysis by means of methodology of combining JSA with LEC,evaluating risk level,developing,modifying and perfecting control measures.It also formulates cleaning construction scheme and be responsible for implementation,then finalize demonstration and summary.This paper will provide reference and guidance for the safety of outdoor chemical cleaning construction in cold regions in winter.
