This article analyzes the process of solving the three pollution incidents in the Guohe River in City B to explore the main reasons why environmental problems have never been established to be finally solved: that is,the Guohe pollution incident occurred for the first time in March 2010.Under the coordination of the town government,The pollutant company finally negotiated compensation for water pollution.In February 2011,water pollution in the Guohe River repeated itself.With the help of the media for the first time,the villagers successfully attracted the attention of the local government and reached rectification opinions.After the Qing ming Festival in 2017,the Guohe River had a major pollution incident for the third time.The media once again intervened to help the villagers expose the pollution situation,as well as the intervention and support of the CPPCC members,which promoted the initiation of the river chief system in City B,and finally closed it completely.Upstream polluting companies issued instructions for fishermen to go ashore to resolutely prevent the recurrence of the Guo River pollution incident.The article attempts to analyze the evolution process of the "Guohe River Pollution" from the perspective of social constructionism.From the perspective of social constructionism,environmental issues are also social issues,the product of social construction,and a dynamic process that is constantly being constructed by society.This article takes the three pollution stories of the Guohe River as a clue,and mainly reveals the process of when and why the problem of "Guohe River Pollution" that has always existed was realized as the problem,and how the problem of "Guohe River Pollution" was presented to In the eyes of the general public,and then legalized,how did the process of restructuring environmental problems be reflected in the implementation of the "Guohe River Pollution" control policy.The article is based on the data on the pollution control of the Guohe River at that time,combined with the interview content of the field investigation,and analyzed the process of the problem of "Guohe River Pollution" from not being established to being finally solved,and the conclusion is: "Guohe River Pollution" Although the problem is a matter of the common interests of the government,enterprises,and fishfarmers,it is the result of fish farmers’ pursuit of the Pareto effect that promotes the construction of the "Guohe River Pollution" problem.
