The climate,resources and environment problems have had a significant impact on the survival and development of human beings.They will not only bring great losses to the economy,but also threaten the future survival of human beings.Therefore,it is inevitable to vigorously develop a low-carbon economy.And low-carbon technological innovation is one of the important means to alleviate climate warming,save energy and reduce emissions,which requires all parties to cooperate and jointly promote technological innovation.As an important development region in China,Beijing,Tianjin and Hebei’s coordinated innovation and development of low-carbon technologies will directly affect the realization of China’s energy conservation and emission reduction tasks.Therefore,promoting the construction of Beijing,Tianjin and Hebei low-carbon technology collaborative innovation system,making full use of the advantages in the Beijing,Tianjin and Hebei region,and enhancing the collaborative willingness of the low-carbon technology innovation subjects in the Beijing,Tianjin and Hebei region are of great significance for realizing energy conservation and emission reduction of Beijing,Tianjin and Hebei enterprises.Starting from Beijing-Tianjin-Hebei enterprises,this paper takes the low-carbon technology demand of Beijing-Tianjin-Hebei enterprises and the coordinated innovation of Beijing-Tianjin-Hebei low-carbon technology as research objects,and uses SWOT-AHP and evolutionary game research methods.By analyzing the supply of low-carbon technology demand for Beijing-Tianjin-Hebei enterprises and summarizing the four dilemmas of realizing low-carbon technology collaborative innovation in Beijing-Tianjin-Hebei enterprises: differences in research and development willingness and demand of Beijing-Tianjin-Hebei enterprises,uneven diffusion of low-carbon technology innovation achievements,bucket effect of Beijing-Tianjin-Hebei governments,and uneven distribution of benefits of collaborative innovation subjects,this paper analyzes the factors that affect the low-carbon technology collaborative innovation in Beijing-Tianjin-Hebei and uses SWOT-AHP method to comprehensively rank these factors,and obtains a larger impact on government-enterprise research.According to this,the evolutionary game model is used to analyze the game among the government,enterprises and research institutes.The willingness to cooperate with each other is of great importance to the cooperative innovation of low-carbon technologies in Beijing,Tianjin and Hebei,and the three-party cooperative innovation is the most beneficial way to construct the cooperative innovation system of low-carbon technologies in Beijing,Tianjin and Hebei.Therefore,the construction of Beijing-Tianjin-Hebei low-carbon technology collaborative innovation system is mainly constructed from three subsystems: low-carbon technology innovation and transformation system,government support system and environmental protection system.The low-carbon technology innovation and transformation system mainly consists of three aspects: enterprises,universities and scientific research institutions to promote the construction and smooth operation of the low-carbon technology innovation and transformation system through enhancing the cooperative will,establishing the Beijing-Tianjin-Hebei low-carbon technology cooperative innovation alliance and the platform construction between them,and making up the innovation gap between Beijing-Tianjin-Hebei.The government support system is mainly the government’s macro-control policy support and system guarantee for the coordinated innovation of Beijing,Tianjin and Hebei low-carbon technologies and the maintenance of order.The environment of the environmental protection system should give full play to the functions of social organizations,financial institutions,traffic construction,information infrastructure and so on.While constructing and ensuring the smooth operation of the system,it is also necessary to make it serve Beijing,Tianjin and Hebei enterprises,so that enterprises can better implement the low-carbon development of Beijing,Tianjin and Hebei enterprises and alleviate the constraints brought by resources and environment.
