Due to China’s unique management model of"political centralization and economic decentralization",local government officials use economic growth as the evaluation criteria for promotion,and local governments unilaterally pursue economic development,resulting in increasingly serious environmental pollution.In recent years,the central government has begun to attach importance to sustainable development.The"13th Five-Year Plan"proposes to implement a vertical management system for monitoring,supervision and law enforcement by environmental protection agencies below the province.This paper intends to explore the relationship between the implementation of the vertical management system reform of local environmental protection agencies and environmental pollution.The research purpose of this article is to explore the impact of the provincial-level environmental protection vertical management system reform on the regional air quality governance effect,and to provide a certain reference value for the future vertical management reform of local environmental protection agencies to continue to promote and improve.It has important theoretical significance and reality.significance.This paper adopts the literature research method and the empirical research method to collect a large amount of data and information on the vertical management reform of environmental protection agencies and environmental governance.Including air quality data,the implementation plan and completion time data of the environmental protection vertical system reform in the pilot provinces,as well as the meteorological condition data and pollution industry data that affect air quality changes.The paper establishes a break point regression model to determine the relationship between local vertical management reforms and regional air quality,and at the same time identifies the time effects of reforms on air quality governance by adjusting different time bandwidths.In addition,related control variables that may affect air quality are also added to the model to ensure the robustness of the empirical results.In the end,this study draws the following conclusions.First,when the environmental protection vertical management reform tasks of Chongqing City and Hebei Province in the pilot provinces are completed,they have brought significant air quality improvement effects,and the improvement effects will take one and a half to two years to show up.Second,the implementation of the environmental protection vertical management reform has a differentiated impact on the air quality governance effects of different provinces.After Chongqing’s reform was completed,the estimated coefficients of AQI,PM2.5,PM10,and CO pollutants dropped significantly.In Hebei Province,the monthly average concentrations of the three pollutants:PM2.5,SO2,and NO2all dropped significantly.Third,because the vertical management reform of environmental protection agencies in several pilot provinces in Jiangsu,Shandong,Shanghai,and Hubei has not been announced as the time break point,this article selects the time when the reform plan of the above pilot provinces were introduced or started to be implemented as the time break.The results found that except for Shanghai After the reform plan was introduced,the CO had a significant improvement effect,but other provinces did not bring significant air quality improvement effects after the reform plan was introduced.In general,the reform of the vertical management system for environmental protection agencies at the provincial level has played a major role in improving air quality.Therefore,we should continue to implement the reform of the vertical system of environmental protection agencies at the provincial level to ensure the long-term operation of the vertical management model of local environmental protection agencies to achieve the long-term effectiveness of environmental governance.In addition,it is necessary to formulate more targeted environmental governance-related policies based on the differences in environmental pollution in various regions.
