The first secretary system is an institutional innovation summarized by the party in practice.It aims to realize the revitalization of the countryside and train outstanding reserve cadres for the party.The treatment of rural domestic waste is an important part of the government’s improvement of the human settlement environment,and it is also a major measure of the country to realize rural revitalization.The First Secretary is at the end of the policy implementation chain and bears the burden of implementing the garbage classification policy.His behavior directly affects the governance level of the local village’s human settlement environment.Looking at the actual situation in the vast rural areas,it is also the first secretary’s assistance in the village,under the same garbage classification policy,why can L village establish a garbage resource utilization mechanism,while other villages are difficult to achieve?Why the garbage sorting of L village was successful and how its first secretary carried out his own work in practice has important reference significance for other villages.This leads to the question awareness of this article:How does the first secretary carry out garbage sorting in the rural space?What is the inner logic of the first secretary’s behavior?Focusing on current rural governance can also be inspired.As the representative of the higher-level unit,the first secretary shoulders the mission of conveying and implementing policies and fulfilling the task of assistance,while at the same time responding to the interests of the people.Ideally,we hope that the majority of the first secretaries can implement the content of the policy text as it is.However,through investigations,it is found that the first secretary of L Village,Qinyang City,Henan Province,has made strategic adjustments to the implementation of the policy on the premise of fully understanding the content of the policy.It is a process of creative implementation,the first secretary have courage to innovate,and the flexibility to choose one’s own actions and measures,according to the actual situation of the village,in order to achieve the policy goals successfully.The specific performance is:use excellent traditional culture,moral resources and scientific knowledge to recreate people’s thoughts,optimize the linkage of internal and external human and financial resources to prepare for garbage classification,and explore the local model of village garbage classification through classification process reengineering,environmental protection enzyme industry extension and experience promotion.This article introduces the theory of street-level bureaucracy,the core content of which is that street bureaucrats develop a series of working practices in response to uncertain working environments.In a sense,the creative implementation of the first secretary in response to work pressure coincides with the behavior of street-level bureaucrats.The study found that(1)The first secretary plays the dual role of state agent and village head,and the absorption of local knowledge provides a prerequisite for the creative implementation of the first secretary.(2)In order to cope with the uncertainty of the street environment,the first secretary actively implemented discretion,and discretion provided room for creative implementation.(3)Political promotion and ideals and ambitions became the motivation for the creative implementation of the first secretary.The important reason for the success of the first secretary’s smooth implementation of waste sorting work and even the entire village assistance is to deal with the relationship between interest incentives and power disciplines,and to pursue political rationality on the basis of satisfying survival rationality.and achieve political promotion and self-worth.
