Since the development and utilization of green energy are beneficial to economic development and relieve the pressure of ecological environment,the development of green energy has received the attention of all countries.However,at present,there are still some key problems in the energy situation of green energy,such as the unreasonable consumption structure,high energy consumption intensity and low utilization efficiency.According to "The thirteenth five-year plan for Dalian’s energy development",aiming at the two major problems of insufficient green energy development and insufficient utiliza-tion of heat source waste heat in large cogeneration power plants in Dalian,this paper USES optimization algorithm to optimize the regional green energy development struc-ture and the operation of distributed energy station.Firstly,we described the development status of green energy in China.By consulting relevant literatures,collecting statistical data from the bureau of statistics and on-site investigation,it fully analyzes and proves the necessity of regional energy structure adjustment and reducing energy intensity.Sec-ondly,according to the process of green energy development,through identifying the un-certain factors in its energy demand,the optimization and adjustment model of regional energy structure based on stochastic chance constrained programming is constructed.In the case,three different scenarios(economic priority,environment priority,energy supply stability priority)and three different confidence levels(0.90,0.95 and 0.99)are designed,and the priority and optimal development proportion of each green energy type are ob-tained under different conditions.Thirdly,in view of the utilization process,the objective function and constraint conditions of the distributed energy system optimization model were innovatively modified.By studying the two representative periods(heating season and non-heating season),the priority use order and system operation scheme of typical daily equipment in different seasons are obtained.It can be seen that the stochastic chance constrained programming model and the operation strategy optimization model of distributed energy system based on fractional programming have good practicability and can provide reference for the development planning of green energy.
