To study the industrial agglomeration in the Pearl River Delta Region on haze pollution,this work summarizes related references and theoretical evidence about industrial agglomeration,haze pollution,the impact of industrial agglomeration on haze pollution,and so on;And then,we perform the statistic analysis of the situation of haze pollution,the secondary and tertiary industry in the Pearl River Delta Region,and further demonstrate that the industrial agglomeration is the effective route of haze pollution prevention;Furthermore,we analyze the impact of industrial agglomeration and other factors on haze pollution combing the Spatial metrological analysis with the quadratic term,and discuss the effect of the Marshallian externality and the Jacobs externalities on haze pollution;Finally,we give the following conclusions:Firstly,in the period from 2005 to 2018,although there are differences among cities,the secondary agglomeration in the Pearl River Delta Region increases while the tertiary industry decreases,and the companies in the agglomeration region have heterogeneity.Besides,the haze pollution region in the Pearl River Delta Region diffuses into the surrounding area of Foshan city and then slowly shrinkages,and finally focuses on Zhaoqing and Dongguan cities,forming a “haze pollution wings region” divided by Foshan,Guangzhou,Jiangmen cities,and so on.Secondly,the secondary and tertiary industries facilitate the haze pollution first and then decrease it with the increase of industrial agglomeration level;The current industrial output ratio,the trade openness,and the urbanization degree have negative correlations with haze pollution while the population density shows positive relationship;The industrial agglomeration shows apparently negative spillover effect on haze pollution via the knowledge spillover effect,the labor force,the infrastructure construction,and so on,and thus can control the haze pollution in the Pearl River Delta Region.Thirdly,the Marshallian externality and the Jacobs externalities of the secondaryand tertiary industries show “U”-shaped relationship with haze pollution,while the suppression effect of externalities of the industrial agglomeration on haze pollution can be explained by the knowledge spillover effect,and the facilitation effect is the result of crowding effect of industrial agglomeration.Based on aforementioned conclusions,this work gives several suggestions from different aspects,for instance,the industrial agglomeration,the industrial structure,the industrial development,the trade openness,the urbanization degree,and so on,as following:Firstly,we should improve the regional complementation mechanism of haze control,utilize the industrial agglomeration effect,enlarge the industrial externality,encourage complementary industrial development corresponding to the advantage of different local industries,and thus completely extend the positive effect of industrial agglomeration on haze control.Meanwhile,we should encourage regional cooperation in haze control and set up the organization and management of it;Secondly,we should reduce the industrial output ratio,promote the development of modern service industry and facilitate the “refinement” development of the tertiary industry;Thirdly,we should improve the trade structure,increase the trade openness,implement policies of optimized imports and exports,give up the behavior of pursuit of the value of import and export at all cost,and eventually enhance the trade openness;Fourthly,we should speed up the new type of urbanization,implement the environmental-friendly town planning,and enhance control of air quality.Meanwhile,we should also popularize the concept of sustainable development to enforce consciousness of energy conservation and emissions reduction of citizens,strictly implement a new type of urbanization that always puts people first,and finally build the Pearl River Delta Region into an environmental-friendly bay. |
