Research On Social Participation In Inland Water Search And Rescue

In recent years,water emergencies has become more frequently,and the emergency reaction ability has become a difficult problem for the government and related departments.As an important part of China’s emergency management system,water search and rescue plays a very important role in ensuring the safety of life and property on the water,and protecting the ecological environment of the water.Currently,the government and the competent authorities have been limited in emergency resources,insufficient abilites and excessive pressure.Only relying on the government homogenized water search and rescue service can not meet the needs of social development.In practice,many social participation in the emergency reaction of water emergencies to assist the government in emergency rescue work,which played a positive role in maintaining water safety,environmental safety and social stability.This article studies on the social participation in the water search and rescue practices,with the aim of maximizing the role of Social forces,and focusing on building a "governent-led,multi-participation" pattern of co-governance,co-construction and shared water search and rescue,enhance joint efforts in water search and rescue,and prevent and defuse major risks on the water.This article starts with a case study and investigates the current situation of social participation in the water search and rescue in the C section of the Yangtze River.It is concluded that there are five problems in current social participation in water search and rescue,such as insufficient rescue force,limited emergency resources,uneven allocation,weak coordination and subject consciousness,and low emergency rescue efficiency.By using the theory of public management and emergency management,it is concluded that the main reasons for the above problems are as follows: Firstly,the absence of the concept of social participation.Secondly,neglect of social responsibility.And thirdly,the imperfect water rescue system.The fourth is the lack of Professional skills;the fifth is the lack of clear funding sources and material guarantees.This paper fully absorbs the valuable experience and good practice of water search and rescue at home and abroad.It’s believed that the path and countermeasures to improve the participation of social participation in water emergency rescue include: promoting social participation in water emergency rescue from the top design Career development;relying on multiple forces to cultivate and develop non-goverment sectors water emergency rescue forces;more emphasis on the role of social forces in the overall management of water search and rescue;strengthening internal management and core capacity building of social forces;improving the guarantee mechanism for social participation in water emergency rescue.
