Cement industry is an important industry in China,and there is serious overcapacity at present.With the domestic economic downturn and environmental governance pressure,the cement industry has begun to focus on high-quality development track.At present,some domestic cement enterprises have carried out management innovation,technological upgrading,green plant construction and other work to eliminate backward production capacity and increase enterprise efficiency.In the process of enterprise management innovation,the innovation of financial management is an important aspect.Cement enterprises need to break through from the inside at the same time,and find ways to improve management efficiency.Yulong Tongli Cement Co.,Ltd is a state-owned holding cement company.It keeps advanced level in production technology,but it has not paid attention to internal management for a long time.There are still some defects in the company’s comprehensive budget management.Therefore,it is necessary to improve the comprehensive budget management system to meet the requirements of the company’s pursuit of high-quality development.Through field research and company interview,this paper finds out the problems in the company’s comprehensive budget management.By reading the literature,drawing on the research and analysis results of scholars,and according to the main links of comprehensive budget management,it combs the problems in the company’s comprehensive budget management,and finds that the company has the following problems:(1)the budget preparation is not sound enough,and the budget objective is unreasonable,there are deviations in personnel understanding,and the preparation method is inconsistent with the actual situation of the business;(2)the budget implementation and control are insufficient,the budget process control and business integration are not enough,and the budget analysis stays at the level of financial statements;(3)the guidance of budget evaluation is not enough,the key budget work of the Department is not evaluated,and the rights and responsibilities of employees are not clear in the budget evaluation.According to the actual situation of the company,this paper puts forward the improvement idea of the combination of budget and industry finance,and puts forward the targeted improvement plan for each link of budget management:(1)budget preparation link,use the strategic map to determine the budget indicators,strengthen the linkage of financial and business personnel,improve the quota budget and other preparation methods;(2)budget implementation and assessment link is proposed The budget management is embedded in the business process and budget analysis is conducted from the perspective of business needs;(3)in the budget evaluation process,different key budget evaluation indicators are set for different departments,and internal marketoriented ideas are used to divide the responsibilities and rights and motivate employees.The analysis and improvement suggestions of this paper are based on the operation characteristics and actual situation of company.The budget indicators are proposed in combination with the company’s "high quality development" strategy.The budget control is based on the existing business process control.The budget assessment combines the actual work focus and production process characteristics of each department,which is operable and easy for employees to accept.The improvement suggestions systematically improve the overall budget management of company based on the integration of business and finance.Cement enterprises have a certain degree of homogeneity,the proposal also plays a reference role for other companies in the same industry.
