Research On Optimization Scheme Of HSE Supervision Business Process In Jilin Oilfield

As a national strategic resource,the steady development of petroleum plays a vital role in ensuring national security,social stability and economic development.However,with the expanding and development of oil industry itself,the petroleum products already have a high risk,oilfield enterprises in the process of production,more and more security problems appear constantly,this will not only endanger the life and health of employees,but also may make the enterprise into a crisis of public opinion,reduce the reputation of the enterprise.Supervision is an important part of the safety in production,supervision work earnestly implement,can be found that the risk of production hidden danger in time,and the safety problems to solve in the bud,avoid major production safety accidents and events of the environmental protection,so as to improve the level of enterprise safety in production,improve economic efficiency,enhance corporate social reputation.Optimization of supervision business process can effectively improve the level of supervision business,so as to better discover the risks and hidden dangers of enterprises through supervision work,improve the quality of problem discovery,reduce the cost of supervision and improve the efficiency of supervision.Jilin Oilfield is a regional subsidiary of CNPC,mainly engaged in oil and gas exploration,development and sales.Headquartered in Songyuan city,Jilin Province,Jilin Oilfield has an annual output of approximately 5 million tons of oil and gas equivalent.HSE Supervision Station of Jilin Oilfield Company is a secondary units of Jilin Oilfield Company,exercising the functions of the company's organs and departments,and mainly responsible for the supervision and inspection of health,safety and environment related to the production and operation activities of all subordinate enterprises of Jilin Oilfield Company.In this paper,the study of HSE supervision process was based on a large number of theories and literature review,combined with the operation management theory and PDCA research method promoted by Dr Edwards Deming.Through the research on the current situation of supervision business in Jilin oilfield,the existing supervision business process is evaluated with fuzzy comprehensive evaluation method,and the problems in the planning,execution,inspection and improvement stages of business processes and related lagging indicators were found.Through the analysis of the underlying causes of the surface problems,the optimization scheme of the process is proposed,and the optimized scheme is evaluated again to verify the feasibility of the optimized scheme,and the specific implementation process and implementation guarantee are formulated.Through investigation method,literature analysis method and empirical research method,this paper carries on scientific qualitative and quantitative research on the business process of HSE supervision in Jilin oilfield,optimizes the business process of supervision,improves the efficiency of supervision business,in order to provide beneficial reference for similar petroleum enterprises.
