Iron and steel industry is an important basic industry in the national economy and an important symbol of the country's economic development level and comprehensive strength.However,under the new normal of economic and social development,the iron and steel industry is facing changes in industrial structure and population structure.During the period of transformation and upgrading of the iron and steel industry,it is necessary to realize the dual goals of balanced development and employee protection.As a resource-based city,Laiwu faces the risk of recession in its long-term development.It is of great theoretical and practical significance to pay attention to the old-age security for employees in the iron and steel industry in this process.Based on the existing research and relevant theories,this paper analyzes the old-age insurance participation behavior,willingness and expectation of employees in Laiwu Iron and Steel Industry.There are differences in the types of old-age insurance participation of employees in different enterprises,demographic characteristics and economic characteristics,differences in individual contributions of employees in different economic conditions,differences in the pressure on individual contributions of employees in different demographic and economic characteristics,and differences in the estimation of the effect of old-age insurance.There are differences in employee satisfaction with pension insurance agencies among different enterprises,demographic characteristics and economic characteristics,differences in the expected contribution ratio among employees with different demographic characteristics,and differences in the expected contribution years of employees with different enterprises,demographic characteristics and economic characteristics.There are the following problems in the old-age insurance for employees in the iron and steel industry: First,under the background of structural reform on the supply side,there is a great pressure on the resettlement and distribution of employees in iron and steel enterprises.Second,there is a great difference in pension insurance coverage and payment for employees in iron and steel enterprises.Third,the pension system in iron and steel enterprises is imperfect and its function is not obvious.Fourth,the level of pension protection in iron and steel enterprises is insufficient.Fifth,there are weak links in the basic work such as internal business and fund management of social insurance agencies.The main reasons are as follows: First,iron and steel enterprises have heavy economic burden and low profit margin;Second,the dual structure of the old-age insurance system still exists.Third,the high contribution rate of the old-age insurance increases the burden on enterprises.Fourth,it is difficult for the old-age insurance fund to maintain and increase its value.Fifth,the operation and management of the old-age pension lacks effective publicity and supervision.In response to the above-mentioned problems,countermeasures and policy suggestions are: first,to support and promote the transformation and upgrading of resource-based cities,and to properly place the transferred employees;second,to establish and perfect a multi-level endowment insurance system;third,to optimize and perfect the endowment insurance system and policy design;fourth,to enhance the ability of maintaining and increasing the value of endowment insurance;fifth,to standardize the operation and supervision of endowment insurance management.
