Study On The Procurement And Transportation Risks Of Uranium Resources In China

With China vigorously supporting the development of nuclear power,China’s demand for uranium resources is growing rapidly.At present,China’s uranium resource endowment is poor and it’s unable to meet domestic demand.The problem of high dependence on foreign countries becomes more and more prominent,which is extremely unfavorable to China’s nuclear power development.Therefore,the security of uranium resources in China is faced with great risks,especially procurement and transportation risks.In order to better deal with the procurement and transportation risks,this paper analyzes the procurement and transportation process of China’s uranium resources.It is found that in the procurement process,China’s uranium resources mainly face the risks of target region selection,supplier selection,uranium mining,procurement contract and cost;and in the transportation process,mainly face the risks of laws and regulations,land transportation,maritime transport,port in and port out,transport cost and transport contract.In order to deal with these risks more effectively,this paper identifies and evaluates the procurement and transportation risks according to the current situation of China’s uranium resources procurement and transportation,and finally gives the corresponding risk response strategies according to the risk category and level.Based on the current research status of procurement and transportation risk management,this paper analyzes the risks faced by the procurement and transportation of uranium resources in China in detail,and puts forward corresponding risk avoidance measures.The main contents of this paper include the following four points.First of all,this paper uses the literature research method to understand the research status of domestic and foreign procurement and transportation risk management,at the same time,it combs the supply and demand status of global and China’s uranium resources,and finds the problems faced by China’s uranium resources.Secondly,this paper analyzes the procurement and transportation process of China’s uranium resources,identifies the procurement and transportation risks through the method of work breakdown structure.It subdivides the procurement risk into 13 risks,including political risk,uranium resource supply risk,supplier qualification risk,supplier delivery time risk,technical risk,procurement contract content risk and so on;and subdivides the transportation risk into 17 risks,including international regulatory risk,infrastructure risk,natural disaster,marine pollution risk,loading and unloading risk,oil price fluctuation risk,bill of lading risk and so on.Thirdly,this paper uses AHP and fuzzy comprehensive evaluation method and combines with expert scoring method to evaluate the procurement and transportation risks,and concludes that the two risks are at a medium to high level,among which political risk,uranium resource supply risk and uranium mining technology risk are the key risks of procurement risk,geopolitical risk,piracy risk,marine pollution risk and legal and regulatory risk of uranium supply countries are the key risks of transportation risk.Finally,according to the results of risk identification and evaluation,this paper gives corresponding risk management and control suggestions.Through scientific methods to identify and evaluate the proposed risks,and then put forward targeted risk response strategies.The research in this paper is in line with the development trend of China’s nuclear power,which is helpful to guide the risk control of China’s uranium resources in procurement and transportation activities,and has certain practical significance.
