For the tobacco industry,logistics cost has always been an important factor restricting its development.Logistics costs can not be well controlled,not only directly increase the price of cigarettes,but also increase the cost of logistics distribution,reduce corporate profits.At present,in the process of building modern tobacco logistics,it is an important task for modern tobacco logistics to control logistics cost and build a low-cost and high-efficiency tobacco logistics system.Since the 1990 s,logistics enterprises have started to adopt EDI system,GPS and GIS,radio frequency identification technology,just-in-time production,distribution planning and other logistics software,the Network Information System dominated by GIS /GPS is helpful to improve the management of supply chain and logistics network.The modern logistics system has entered the development stage of automation,information,network and intelligence.Therefore,taking tobacco industry as an example,it is of great significance to analyze the impact of the application of Network Information System on supply chain and logistics network.Reducing the cost of distribution logistics has always been a key factor for tobacco enterprises to reduce their operating costs and improve their competitiveness.With the development of Internet and information technology,the on-line real-time distribution system has been developed rapidly and applied in practice,which makes it possible to re-plan the logistics route and reduce the distribution cost.In order to accurately evaluate the impact of on-line real-time distribution system represented by GIS / GPS on logistics cost,this paper selects the monthly panel data of 14 regional and municipal branches of a southern province tobacco company from January 2016 to December 2019,the paper uses DID and pseudo DID to estimate the impact of the launch of the GIS/GPS dominated network information system on the logistics and distribution cost of the enterprise directly by using the direct estimation method.The results show that the introduction of GIS/ GPS network information systems has raised the total logistics and distribution costs of tobacco enterprises in a southern province as a whole,but the impact is not significant when we exclude depreciation costs,at the same time,the GIS / GPS network information system on-line per-household distribution cost has played a significant role.A range of robustness and sensitivity tests support these results.At the same time,the launch of GIS / GPSnetwork information systems has greatly improved the quality of customer service and employee performance of tobacco companies,taking into account the degree of optimization of different lines by drivers,choosing the "dynamic + fixed optimization" route mode can save more distribution time and logistics cost.
