With the structure adjustment of the power supply side,the proportion of renewable energy sources such as wind and solar energy connected to the power grid is increasing continuously.The characteristics of uncertainty and anti-peak adjustment of renewable energy sources greatly increase the peak-regulating pressure of the power system.In order to fully stimulate the enthusiasm of thermal power to participate in peak-regulating,the peak-regulating ancillary service markets have been established in many provinces and regions,in which competition mechanisms have been introduced and the compensation to the units which provide peak-regulating service has been increasing.For thermal power providers,analysis the development trend of the peak-regulating auxiliary service market timely and coordinate the power distribution in the energy market and peak-regulating auxiliary service market reasonably,so as to formulate a quotation strategy in peak-regulating auxiliary market with optimal economic benefits,is of great significance to the development of thermal power enterprises.Further,for the power grid,finding the appropriate subsidy of paid peak-regulating and correctly guiding thermal power providers' investment in thermal power flexibility reforms will do help to explore the rational positioning of thermal power in power structure.Thus,the following research work is carried out in this paper:The operational rules and development trends of the peak-regulating auxiliary service market are studied in this paper.The operating rules of typical domestic peak-regulating markets are analyzed and summarized from two perspectives of the market within and between provinces.Based on the market rules of the United States,the United Kingdom,and Northern Europe,the market mechanism for balancing power deviations abroad is analyzed.The causes of the differences in the peak-regulating mechanism between the domestic and foreign power markets are comparatively analyzed.The development trend and two major obstacles of the peak-regulating auxiliary service market are proposed.Under the background of high percentage of renewable energy integration,improved measure is proposed to ameliorate the peak-regulating auxiliary service market.The power generation cost considering the deep peak regulation cost of coal-fired units is studied in this paper.The factors which restrict the ability of peak regulation of coal-fired units,the countermeasures for each factor and its cost are analyzed.Based on the additional coal consumption,the assisted combustion cost based on the micro oil or plasma technology,and the low cycle fatigue life loss,the power generation cost model considering the deep peak regulation cost of coal-fired units is established,and the linearization method for the nonlinear terms in the model is proposed.Through the simulation of calculation examples,the power generation cost of 1000 MW generating units under different output is calculated and analyzed.The thermal power quotation issue considering the deep peak-regulating cost in peak-regulating auxiliary service market and the impact of different subsidies of paid peak-regulating on the behavior of thermal power providers are studied in this paper.Value at risk and conditional value-at-risk which are used to describe the uncertain risk are comparatively analyzed.A peak-regulating quotation model of thermal power providers considering the uncertainty of market price and deep peak regulation cost of coal-fired is proposed,and the model is transformed into a convex optimization model with conditional value-at-risk constraints.Further,based on the model proposed above,the impact of different subsidies of paid peak-regulating on the behavior of thermal power providers is studied through calculation examples,which provides reference for relevant departments to find the appropriate subsidy of paid peak-regulating to guide the investment behavior of thermal power providers.
