The State Council,the Ministry of finance,the national development and Reform Commission and other national ministries and commissions have issued hundreds of guiding documents on PPP projects which greatly promote the development of PPP projects from 2014 to 2016.The Yunnan provincial government also issued a number of local guidance documents to vigorously promote the implementation of PPP projects.As a social capital side,JT Group actively participates in the bidding of PPP projects,and has won nearly 120 PPP projects,among them,there are 18 expressway projects.The application of PPP mode in the construction and operation of expressways helps us alleviate the problems of large capital demand,prominent local debt,and high asset-liability ratios to a large extent.At the same time,it has greatly improved people's livelihood,promoted economic development and enhanced social benefits.However,due to its long duration and many related parties involved,PPP mode has played an important role in the construction and operation of expressways There are many kinds of risks in the process of operation.Therefore,this paper takes SL Expressway undertaken by JT group as an example,identifies and evaluates the overall risks of its risk projects in different stages by using the triangular whitening weight function model,and puts forward corresponding risk response measures.The research content of this paper consists of six parts.The first part briefly introduces the background,significance and research methods of the topic;Secondly,the research status at home and abroad in terms of PPP model concept and type,PPP risk identification evaluation and prevention,and the concept and application of triangular whitening weight function are systematically sorted out,forming a relatively comprehensive understanding of the research topic;Finally,the literature review of the existing research results is given,and the methods adopted in this paper are briefly introduced.The second part lays the theoretical foundation of the research and elaborates the relevant theories of PPP mode.Firstly,the definition and classification of PPP mode by different countries or institutions are introduced.Several types of PPP mode,including BOT,BOO,TOT,ROT,O&M and MC,are expounded in detail.The characteristics of PPP mode are also introduced;secondly,the risk of PPP mode is discussed,including the PPP risk types,PPP risk of several common evaluation methods;finally,it introduces the relevant theoretical basis of PPP.The third part constructs the risk assessment model.Firstly,this paper briefly introduces the triangular whitening weight function and the principles of scientificity,comprehensiveness and operability in constructing the evaluation index;secondly,Secondly,the basic steps of risk assessment of trigonometric whitening weight function are described in detail,including five steps: index weight calculation,determination of evaluation grey class number,establishment of center point triangle whitening weight function model,calculation of evaluation object comprehensive clustering coefficient,comprehensive evaluation.In the fourth part,taking SL highway as an example,the risk of SL highway is evaluated with the help of triangle whitening weight function.Firstly,the basic situation of SL highway project is introduced,including the project overview,project market and necessity analysis,project financing and repayment;secondly,various risks related to the actual situation of the project are selected,and the index evaluation set is constructed,and a questionnaire survey is conducted;thirdly,the necessary description of the returned questionnaire is made;finally,the questionnaire results of each risk index are substituted into the established evaluation model to calculate the value of the whitening weight function of the project and evaluate the overall risk of the project.The fifth part puts forward the corresponding countermeasures for the results of risk assessment.Based on different perspectives,this chapter puts forward the following countermeasures:actively strive for project related policy support,division of government and enterprises,reduce the risk of policy and strictly prepared in advance,clear responsibilities,broaden the financing channels,using a variety of financial instruments to raise,innovative financial tools,effectively share the project risk,merit-based hiring construction unit,ensure the quality of tunnels construction,strengthen the supervision and evaluation in different stages of the project life cycle.By these ways can we provide reference for preventing PPP risk and improving risk management quality.The last part reviewed research on full text,and put forward the study of the defects,puts forward the future research direction of this case.Taking the SL high-speed PPP project of JT group as an example,this paper identifies the risks in different stages,evaluates the risks by using the triangular whitening weight function,and puts forward the corresponding risk response measures;from a theoretical perspective,it can help to enrich the domestic research literature on the risk assessment of PPP mode in the high-speed construction by using the triangular whitening weight function,which contributes little to the follow-up research In terms of practical significance,through the identification and evaluation of SL high-speed PPP mode risk,on the one hand,it can better improve the quality of risk management of the project,and provide positive significance for the realization of its financial and strategic objectives;on the other hand,JT group owns hundreds of PPP projects,which can be used for risk identification of other projects through the application of triangular whitening weight function in SL high-speed And assessment provides experience and lessons,so as to improve the overall risk assessment and management quality of JT group,and better enhance the positive role of PPP projects in improving people's livelihood,promoting economic development,enhancing social benefits and improving local debt.
