In the heating period of "Three North" district in China,the power system and heating system take the combined heat and power(CHP)unit as the coupling point,forming a largescale provincial level integrated electric and heating energy system.Last decade,wind power and photovoltaic power on the power system side have developed rapidly,and the area and proportion of CHP heating on the heating system side have also been increasing.However,there is a serious conflict between wind and photovoltaic power accommodation on the power system side and CHP heating on the heating system side.In order to solve this problem,China is speeding up the construction of power-heat flexible resources.However,the nature of flexible resources are very different,and their operating mechanisms,technical and economic characteristics,and applicable environments for achieving wind and photovoltaic power accommodation are very different.For the specific province level integrated electric and heating energy system,how to select and coordinate configuration is a problem to be solved.This paper focuses on the issue.The main work is as follows.(1)A short-term optimal scheduling model of provincial integrated electric and heating energy system is established,which takes into account the benefit of heat supply reserve and the cross cycle configuration of heat storage resources.In the model,the benefit of converting the heat supply reserve of the heat storage tank into the power generation reserve of the unit is considered,which effectively reduces the demand for the reserve capacity of the condensing thermal power units.At the same time,in order to adapt to the fluctuation of wind power between days and realize the cross cycle optimal allocation of heat storage resources,a heuristic coordinated operation strategy is adopted for the heat storage tank,which stores heat as much as possible during the period of no power curtailment and releases heat according to the demand during the period of power curtailment.(2)Based on the short-term optimal dispatching model and the idea of rolling cycle by cycle,the annual simulation operation model of provincial integrated electric and heating energy system is established.The model can be used to simulate the annual simulation operation of the provincial integrated electric and heating energy system under the given single or comprehensive configuration scheme of pumped storage,heat storage,electric boiler and CHP units with cutting off low-pressure cylinder.In this way,it realizes the benefit evaluation on the accommodation of wind and photovoltaic power,coal reduction after the configuration of electricity and heat flexible resource,and provides analysis tools for the further optimization of the configuration of power-heat flexible resources.(3)Based on the annual simulation operation model of integrated electric and heating energy system,a collaborative optimal configuration method of diversified power-heat flexible resources is proposed.When the configuration capacity is determined,not only the investment cost of flexible resources configuration and the coal saving benefits brought by the accommodation of wind and photovoltaic power,but also the capacity saving benefits of condensing thermal power brought by the configurations are considered.In order to solve the problem that the overall optimization of planning and operation in annual time scale can not be calculated and solved in an acceptable time,a heuristic method is adopted to determine the capacity of power-heat flexible resources,which is to sort the configuration order first,and then to determine the capacity by sensitivity analysis.(4)Finally,a case study of an actual power system in a certain area is carried out.The validity of the simulation model is verified.The results show that the efficiency of heat supply reserve of heat storage tank and the heuristic coordinated operation strategy can improve the wind and photovoltaic power accommodation.Considering and neglecting the capacity saving benefits of condensing thermal power units,the optimal configuration scheme of power-heat flexible resources in the target year of the actual system is analyzed.The model and the analysis conclusions of related cases proposed in this paper can provide analysis tools and references for energy planning decision-makers to plan power-heat flexible resources from the perspective of integrated electric and heating energy system.
