The infrastructure projects in a region are the carriers of the normal operation of regional functions.In addition to the economic losses caused by the damage of the infrastructure projects under the action of earthquakes,the damage of the infrastructure projects will also cause the functional paralysis of the region,and then lead to the forced stop of all kinds of production activities and economic activities of people.In addition,there is a complex coupling relationship between various projects in the region.Once a problem occurs in a certain link,it will inevitably cause more economic losses and longer recovery time.Accurate assessment of regional functional recovery ability after earthquake can find the weak points in engineering design,construction,disaster prevention preparation,post-earthquake rescue and other aspects,and can take preventive measures in advance to improve the regional anti-seismic ability.The buildings and transportation system in the region are not only the infrastructure that people rely on for survival,but also the main disaster bearing body of earthquake disaster.It is of great significance to study the functional stability and functional recovery ability of the buildings and transportation system under earthquake to improve the regional earthquake resistance ability.The functional recovery of regional buildings after earthquake is not only related to the damage degree of buildings,but also depends on the retardation degree of traffic system.The previous assessment of the functional recovery ability of buildings mainly focuses on quantifying the damage state and maintenance cost of the building's own components,but does not consider the delayed impact of traffic repair on the functional recovery of buildings.This paper takes regional buildings as the research object,and based on the building component levels and the post-earthquake blocking degree of the traffic system,establishes the functional recovery ability assessment method of regional buildings considering the traffic block under the earthquake action.Based on these,this paper carried out the following research:(1)The research status of functional recovery capacity assessment methods for regional infrastructure projects after earthquake is summarized.This paper introduces the postearthquake evaluation system of the two key projects,the single building and the transportation system,briefly summarizes the community and other lifeline subsystems,and expounds the research status of the intra-regional coupling system,which provides a theoretical basis for the evaluation of the functional recovery ability of regional buildings after earthquakes in this paper.(2)Based on the earthquake vulnerability theory,the calculation method of initial residual function of buildings after earthquake is proposed.The functional composition of buildings is divided from the perspective of functional use,and the concept and quantification method of functional loss ratio of components are put forward.In order to consider the functional differences among different components,the functional weights of different components were determined.(3)By analyzing the damage causes of the traffic system after the earthquake,a traffic block analysis model considering the effects of geological disasters and building damage after the earthquake was established.Considering the delay effect of traffic restoration on building functional restoration,the calculation method of functional restoration time of single building was defined,and the functional restoration evaluation of regional buildings was realized by combining functional recovery curve and functional recovery index.(4)Taking a village in northern China as an example,the evaluation process of the method proposed in this paper is demonstrated and the feasibility of the method is verified.The results show that in the process of building function restoration,if the influence of traffic system is not taken into account,the post-earthquake recovery efficiency of buildings will be overestimated,and the buildings have a higher functional recovery index.Compared with the recovery assessment model which only considers the damaged components of the building itself,the recovery assessment model proposed in this paper can more reasonably and accurately realize the post-earthquake functional recovery ability assessment of regional buildings.
