In the past two decades,international waste trade has been taking up a growing part in world economy.However,waste trade often causes environmental pollution to waste importing countries.On account of the low level of development and loose environmental regulations,developing countries are often waste importers,and they inevitably become "pollution heaven" for developed countries.As the largest developing country in the world,China has been importing a great number of wastes from developed countries.These wastes can be used as raw materials after waste disposal which can bring environmental pollution.Especially in terms of carbon emissions,waste disposal can release a lot of carbon dioxide.In the background of global warming and Copenhagen Conference being held,carbon dioxide emission has become a focus of attention.As one of the most significant developing country worldwide and a major carbon emitter,China is challenged with growing pressure regarding carbon emission reduction.In 2013,the Chinese government launched the "Operation Green Fence" to reduce the import of "foreign garbage",which reduced the amount of waste from the source.From the perspective of carbon emissions,the policy has reduced the carbon emissions caused by China's domestic waste treatment,but its impact on China's overall carbon emissions has not been specifically confirmed.In this context,this paper analyzes the impact of "Operation Green Fence",a typical waste import restriction policy,on China's carbon emissions,and then concluded that the policy negatively influences China's carbon emissions.From the perspective of waste import,conducive countermeasures about emission reduction are proposed,which is helpful to reduce the pressure of China's carbon emissions and realize economic growth and environmental protection.First of all,this paper combs the background of China's waste import and carbon emissions.Through analysis,it is found that China's import of waste not only ensures economic growth,but also results in increased pressure of carbon emissions to some extent.Therefore,the policy of restricting waste import has a certain impact on carbon emissions.Next,after referring to a large number of literature,this paper defines the relevant concepts,analyzes the relevant theories affecting carbon emissions,and makes comments on the literature.It is found that the impact of trade on carbon emissions is controversial.After summing up the relevant literature and theory,this paper analyzes the status quo of waste import and carbon emission in China,elaborates the waste exporters and the proportion of imported waste in various industries,and compares the carbon emission with other countries.In terms of waste status,the metal industry uses the most imported waste;in terms of current situation of carbon emission,the growth rate of carbon emission in China has dropped in the past few years,but there is still a gap in energy efficiency compared with developed countries.Then,this paper analyzes the factors that affect the carbon emission of imported waste in China from the perspective of its trade partners.The results show that the "Operation Green Fence" has a restraining effect on the carbon emission from waste,while the increase of the economic scale of trading partners will increase the carbon emission of waste in China,and the improvement of its technical level will reduce the carbon emission of waste in China,while the impact of its industrial structure is uncertain.In addition,the factors also includes other attributes of waste exporting countries: population,natural resource endowment,trade openness of each country,gross national income,GDP per capita.In the empirical analysis,by adopting data from ICE database and TRADEMAP database,the carbon emission data of various wastes and corresponding raw materials from 2007 to 2019 are measured.In order to measure the correlation of this relationship more strictly,on the premise of referring to relevant literature,the factors described in Chapter Four are added as control variables.Through empirical test,this paper analyzes the impact of these factors on China's carbon emissions.Combined with the regression results,it is concluded that "Operation Green Fence" negatively influences China's carbon emissions.Finally,a conclusion is drawn and countermeasures and suggestions on carbon emission reduction are proposed from the aspect of waste import management,which has great significance for the development of China's emission reduction and the recycling of imported waste.
