The New Human Capital Theory points out that in the process of the formation of human capital as a "black box" ability,the ability includes cognitive ability and non-cognitive ability.For a long time,schools have been regarded as the place where cognitive ability is taught and cultivated.Therefore,the evaluation for students,teachers and schools also focuses on the consideration of curriculum-based cognitive abilities,and relatively ignores the evaluation and training of non-cognitive abilities,which leads to one-sided development of students.Non-cognitive ability is an important part of talent ability structure in the 21 st century,which is the key point for the state to promote quality education.Colleges and universities should pay attention to the value and cultivation of non-cognitive ability.This paper takes literature review-concept definition-index system construction-current situation analysis-countermeasures and suggestions as the main research ideas.And based on interviews with relevant experts,university administrators,and others,this paper selects relevant non-cognitive ability indicators that can fully reflect the current level of undergraduates and further screen the indicators through the AHP analytic method to finally form a non-cognitive ability evaluation index system for college undergraduates.Questionnaires are designed to investigate the non-cognitive ability of undergraduates and the interview contents,and the results are analyzed through the fuzzy comprehensive evaluation.Finally,countermeasures and suggestions are put forward to improve undergraduates' non-cognitive ability from the three levels of colleges,teachers and students.First of all,this paper sorts out the research results of domestic and foreign scholars,grasps the research trends,and clarifies the research ideas and direction.Also,the paper defines the concept of non-cognitive ability,expounds the New Human Capital Theory,Student Development Theory and Maslow's Hierarchy of Needs,to provide theoretical basis for index division,problem analysis and countermeasures.Secondly,based on theory basis and in real diagnosis analysis foundation,construction university undergraduate student non-cognition ability appraisal target system,and the first level index includes learning motivation,learning interest,special emotion,volitional state and learning style.According to the selection basis and principle,the index is divided and the index weight is set and tested.On these grounds,the questionnaire is designed again and the validity of the questionnaire is tested to obtain good quality.Thirdly,carries on the diagnosis using the appraisal target system to the Anhui University of Finance and Economics undergraduate student non-cognition ability present situation.Through questionnaire method,874 valid sample data were collected,and the survey data were evaluated as a whole and in a vague classification.The empirical study shows that,firstly,the non-cognitive abilities of the undergraduates surveyed are above the middle level;secondly,the cultivation of learning interest and learning style of the investigated undergraduates is the short board of development;thirdly,non-cognitive ability is still affected by family background and cultural capital at the university level;fourthly,the level of non-cognitive ability presents the downward tendency along with the age and the grade growth;fifthly,the role of non-cognitive ability has significant differences in individual practice experience and professional type.Finally,in view of the real diagnosis result,carries on the analysis,draws the research conclusion,and draws support from the self-potency theory from the education administration angle to propose the university,the teacher and the student three stratification planes raise the undergraduate student non-cognition ability level the countermeasure suggestion.
