The initiative of President Xi Jinping to build a community of shared future for mankind has received wide response from the international community. In April 2019,President Xi Jinping put forward a new concept of building a community of shared future for Oceans and seas, received a positive evaluation of the national community again. The building of a community of shared future for mankind and a community of shared future for Oceans and seas is a Chinese proposal of global governance and ocean governance to which China contributes. The construction of a South China Sea maritime community is an important part of building a community of shared future for mankind and a community of shared future for oceans. If this is successful,it will serve as an example for building a community of shared future for oceans,it is of symbolic significance to accelerate the building of a community of shared future for mankind and a community of shared future for oceans. However, from the experience of the European Community and the East Asian integration, the global governance of the Community of human destiny must be realized through the establishment of an international organization reflecting the will of the people—— The national community, the construction of the South China Sea maritime community must have a broad public opinion basis. At present,in the Internet society, public opinion is mostly reflected through the Internet.Internet users release information through the Internet, expressing opinions and exposing problems have become an indispensable part of online life, citizens, media, social organizations and officials can all discuss issues and hold dialogues on the Internet to form online public opinion. The construction of the South China Sea maritime community is also affected by the network public opinion. Therefore, the construction of the South China Sea Maritime Community must take the network public opinion into account.Under the guidance of President Xi Jinping's idea of building a community of shared future for mankind and a community of shared future for oceans, this paper makes use of the Internet platform to collect big data, and searches the Internet for citizens' concerns and emotions through hot words, the two-valued response variable regression model and linear regression model are constructed by abstracting them as variables, and these variables are substituted into the model to estimate the influence of the variables on the construction probability and the construction result of the South China Sea Marine community. The results show that the attention of citizens from countries around the South China Sea has a positive impact on their joining the South China Sea maritime community, and the positive sentiment of citizens has a positive impact on the building of the South China Sea maritime community. The more positive attitude of citizens, the higherthe probability of building the South China Sea Ocean Community, the opposite of negative sentiment. After eliminating endogenesis, the conclusion of the study still stands. On how to construct the South China Sea Marine community, this paper, according to the theoretical paradigm of Constructivism, combines the theoretical basis and core idea of Constructivism with the study of the South China Sea Marine community, and constructs a complete analytical framework, this paper explores the construction of a maritime community in the South China Sea from the logic of building consensus, discussing and negotiating, formulating rules and perfecting mechanisms,so as to explore a new way for building a community of shared future for mankind and a community of shared future for oceans.
