Abstract/Summary:
In a 1983 review of the U.S. Agency for International Development's grant-in-aid program, the Inspector General for Audit of the U.S. reported widespread waste and mismanagement in Bangladesh of U.S.-donated commodities and recommended that A.I.D. employ a technical assistance adviser to install improved accountability and inventory management controls in the Bangladesh Ministry of Health and Family Planning.; This thesis describes the structural and organizational weaknesses of the logistics system, Ministry of Health and Family Planning and recounts the technical assistance efforts and methods used to change that system.; The establishment of a Logistics Management Information System and the development of management tools based on performance trends and distribution records is the subject of this thesis.; This thesis focuses on the transfer of this technology to the new environment, the conditioning of the environment to accept and use the new technology, and the initial results of this effort.
