Abstract/Summary:
This study reviews the theory of public participation and practical experiences of various Canadian, American and South Pacific jurisdictions. Based on this analysis, fundamental components of an effective public participation program are identified and applied during the evaluation of the Ministry of Forests. The findings indicate that some significant deficiencies exist in the Ministry's public participation program. Recommendations arising from this study are aimed at improving the opportunities for the public to participate in the planning process. They include the need to mandate legally both the right of the public to participate and the right of access to information, and the need to establish an appeal mechanism. In addition, the importance of explicitly describing the public participation process and having the public participate throughout the planning process is recognized.;This study establishes a comprehensive list of the components that are important in providing effective public participation.
