Abstract/Summary:
The purpose of this project is to provide an understanding of the processes and history behind creating a State Noise Policy. The report consists of five chapters. The first chapter will explain the basic physics and includes definitions of sound and noise. The second chapter traces the history behind the Federal regulation requiring each state to adopt an individual noise policy. The third chapter is an interpretation of the Title 23 Code of Federal Regulation, Part 772, titled "Procedures for Abatement of Highway Traffic Noise and Construction Noise". The fourth chapter summarizes each state's noise policy by providing a summary of the sections that have been interpreted differently. The fifth chapter provides recommendations and includes the layout of a "model" noise policy. Finally, the sixth chapter will provide a summary of the thesis. An appendix is also provided with a detailed summary of each State Noise Policy.
