Abstract/Summary:
The purpose of this capstone project is to research the effectiveness of nuclear deterrence in international policy, and explore whether the foundational concepts of nuclear deterrence can be superimposed to develop an effective cyber deterrence policy. This study will explore key concepts present in deterrence theory, the effectiveness of current deterrence policies, necessary criteria and pitfalls in the formulation of a successful cyber deterrence policy, and explore the possibility of an effective cyber deterrence policy. Due to an increased reliance on computer systems to control and maintain critical infrastructure and personal information, the need for an effective policy to combat cyber threats is important. The implementation of a stronger cyber deterrence policy could supplement current policies and minimize the number of attacks on United States assets.
