A President's relationship with his Cabinet is examined during an era when policy development was increasingly assigned to the White House staff. Two presidential styles regarding the Cabinet are examined in light of Publius' notion of good government in The Federalist: President Eisenhower frequently utilized a highly institutionalized Cabinet; President Kennedy rarely consulted his full Cabinet. Effectively employing the full Cabinet, beyond symbolic functions, has become a challenging task for modern Presidents.
