This thesis examined spatially enabled mapping sites on the World Wide Web (WWW) and considered whether these sites were true Geographic Information Systems (GIS).; A working definition of GIS was established, forming the basis for the construction of a set of performance criteria. These criteria were then used in a Web Site Review Instrument.; A master list of 281 Web sites was established and a random sample of seventy-three were drawn. These Web sites were categorized into five different types: "Image-Map" sites, "Map-Maker" sites, Java{dollar}sp{lcub}rm TM{rcub}{dollar} based sites, Virtual Reality Modeling Language sites, and sites from commercial GIS vendors. These Web sites were then examined using the Web Site Review Instrument. The results were used to determine if the use of GIS over the WWW is viable concept.
