A critical advantage of maintaining an accurate assessment of infrastructure costs and conditions is that cities can make better budgetary and planning decisions. The purpose of this thesis was to build a pilot GIS based water/sewer database to demonstrate utility asset management for the Four Seasons Subdivision of Lufkin, Texas. Another utility related objective was the inclusion of easements and their rectification to property. This, along with other Subdivision Plat information drawn and linked by TIFF (Tagged Image File Format) files, as well as engineering as-builts, was brought in to help with utility design and maintenance. A water and sewer cost analysis was also built.
