Abstract/Summary:
Poverty can be considered an element that facilitates social exclusion. In Mexico, the alarming rates of poverty and social exclusion constitute a problem related to the stability and economic development, as well, the creation of obstacles of the participation and influence in the public sphere.;Currently, several countries have formalized the social representation of interests through the civil constitution of socio-economic organisms. Such organisms are created to realize socio-economic policies and draft laws exercised in the public sphere. In this sense, the absence of an area of social participation and deliberation in Mexico (the Economic and Social Council), increases the real possibility of advocacy citizenship (especially the most impoverished and marginalized) to public policy and draft laws that encourage the development and overcoming poverty and social exclusion.;In this sense, the main purpose of this thesis is to propose the Economic and Social Council of Mexico as an ideal forum of dialogue and participation of the people and the excluded sectors, as well as being a collaborative tool in the fight against poverty. This work provide theoretical criteria to guide the active participation of Mexican society in public affairs and investigate experiences of various models of socio-economic counculs to finally make our proposal.
