Winds of change: Renewable energy and the location of wind turbines in Prince Edward County, Ontario

As the fastest growing renewable energy source, wind energy is receiving attention worldwide. Wind turbines have generated considerable debate because of their visual impact on the landscape and their potential effects on land values and wildlife. This research examined selected issues surrounding the search for locations for wind turbines and the various concerns that are often held. The case study area is Prince Edward County (PEC), Ontario, which is dealing with a wind farm project proposed by Vision Quest of Calgary, Alberta in August 2002. The methodology included examining the voting pattern of councillors, a mail questionnaire with councillors and a content analysis of various sources through which public participation was encountered. An important goal of this research was to address how the issue of participation by citizens can be achieved along with a better understanding of the objections to wind turbines in order to increase the acceptance of wind energy project development.
