A process evaluation: Delaware's Homeless Management Information System

This study focuses on the strengths and weaknesses of Homeless Management Information System (HMIS) implementation in Delaware, and how future HMIS implementation in the state may be improved. Homeless Planning Council of Delaware (HPC) board members and staff and executive directors and staff of agencies utilizing HMIS were surveyed to determine their experiences with and attitudes toward the implementation of HMIS. The study found that cost, confidentiality, and system modification did not negatively affect HMIS implementation in Delaware. While the implementation of HMIS in Delaware began slowly, it has since gained momentum. Additionally, HPC is viewed positively by the agencies utilizing HMIS in terms of its support for the implementation process. Also, most agencies surveyed had few complaints about ServicePoint as Delaware's HMIS provider. Next, surveyed agencies receiving Continuum of Care funding do not appear to be as likely to use HMIS for their fundraising efforts as those agencies that do not receive Continuum of Care funding. Finally, most parties surveyed see HMIS implementation in Delaware as being relatively successful; nonprofit agencies surveyed report that HMIS use has benefited them.
