Abstract/Summary:
This paper looks at a number of different approaches to flexible spectrum management; specifically, under the European Union and in the United Kingdom and Australia. And then examines their methods for devising the technical rules in a flexible spectrum license. These rules are assessed in light of the requirement for technology and service neutrality, which is the basis for a flexible spectrum management framework, along with other associated factors, such as their viability in managing interference. After that, the paper evaluates the general approach to spectrum management at the Federal Communications Commission (FCC). And accordingly, recommends a flexible spectrum management framework for the U.S. that is based on some of the usable aspects of the aforementioned international models.
