Abstract/Summary:
The purpose of this study was to present a policy analysis of the three strikes law, which was passed in California in 1994 with the intent of using mandatory minimum sentences to punish repeat criminal offenders. The law was enacted with a goal of incapacitating and deterring repeat criminals. The present study examined how the policy has impacted the judicial and penal systems, as well as the citizens of California, most notably, minorities and the poor, as they are more frequently incarcerated under the law. Due to the large scope of the policy there has been a significant impact on the budget in the state of California, yet research shows crime reduction has been limited. Social workers are in a position to effect change and can have a positive impact on the future of the three strikes policy in the state of California.
