Finding the perfect precinct: Identifying a perfect model fit of voters within the El Paso Independent School District

Abstract/Summary:
I consider the problem with the median voter theory due to its failure to recognize the proclivity of certain registered voters to embrace a culture of voting to the extent that they vote on a habitual basis and therefore have a greater impact on election outcomes. I then explore the possibility that a perfect model fit of precincts exists within the El Paso Independent School District which can provide a statistical match for the voter demographics and voting history of the overall district. This is followed with the creation of a detailed plan of action necessary to increase the chances of school bond campaigns conducted by Texas School District Political Action Committees. Wherever possible, resources and methods used are those commonly available to volunteers and consultants working on the passage of school bond campaigns in Texas so as to have a process that can be easily and inexpensively replicated.; A further goal of this effort is the creation of a comprehensive registered voter database available to the Political Science Department and others at the University of Texas at El Paso for further study of voting trends within El Paso County in general and the El Paso Independent School District specifically.
