This descriptive study was conducted to identify the use of services by foster youth pre- and post-emancipation from the child welfare system. A case record review method was used to examine 50 records from a county office in California.;The youth had multiple placements, many social workers, and were in the system for several years. Surprisingly, they had better high school graduation rates than expected. Hispanic/Latinos were the largest ethnic group represented, which is consistent with the over-representation of children of color in the child welfare system. The missing data in the case records prohibited some analyses; thus, it is suggested that better records be maintained so that effectiveness of services can be measured. |
