Abstract/Summary:
Toronto implemented a synoptic based Heat Watch Warning system in 2001. The objectives of this system are to reduce and prevent heat related morbidity and mortality. In order to determine if this system is effective at reducing heat related mortality and morbidity, an evaluation of the system is required. Through this research an evaluation scheme for Heat Watch Warning Systems was developed. Quantitative and qualitative methods were used to evaluate the two components of Heat Watch Warning Systems in the City of Toronto: the threshold levels at which point heat alerts are issued and the intervention measures that are implemented when heat alerts are issued. Results indicate that Toronto has implemented a system that uses appropriate threshold levels. However, there are some concerns surrounding the ability of the intervention measures to protect those who are most vulnerable to the threat of heat waves.
