Since President Xi Jinping proposed the Belt and Road Initiative in 2013,China's trade with countries along the route has increased significantly,economic cooperation and trade partnerships have become increasingly close,more and more countries have responded warmly and actively participated in this initiative,more than six years of "Belt and Road" construction has handed over a beautiful report card.In 2019,for example,the total value of china's imports and exports with countries along the route was 9.27 trillion yuan,a growth rate of 10.8%.That's 7.4 per cent higher than the growth rate of foreign trade,or about 30 per cent of the total value of imports,a figure that is all the more gold-rich against the backdrop of increasing downslips in the global economy.A total of 8225 columns were opened in The Central European Ban line,up 29% Yo Y,sending 725,000 TGUs,up 34% Yo Y,the comprehensive heavy box rate reached 92%,the land and sea new channel sea and rail inter-rail line sent goods in the whole year surged 163% Yo Y,and the "empty box" phenomenon of the Central European Ban line has become a thing of the past.China has signed more than 200 cooperation documents with 168 countries and international organizations along the Belt and Road,creating 320,000 new jobs and paying more than $3 billion in taxes for participating countries participating in the construction of the Belt and Road.It can be said that the "Belt and Road" construction in trade facilitation has been fruitful."Convenience" and "regulation" have always been two sides of the coin.As an important supervision and administration agency for the entry and exit of the country,the customs not only shoulder the important responsibility of serving the country's opening up to the outside world and promoting trade facilitation,but also protects the important line of defense and key node of the country's security.With the rapid progress of the construction of the Belt and Road,China's all-round opening-up pattern continues to go deeper and the door of opening-up is getting bigger and bigger,at the same time,because of the huge differences in the political system,economic development model and national security situation of the countries along the route,which brings new challenges and new challenges to China's national security,the types of national security risks infiltrating the country through ports are more diverse and more hidden,including security access risks,as well as economic tax risks.Including both static and dynamic risks,but also significant and specific risks,the interweaving overlap between various types of risks,its cross-regional,cross-border,cross-sectoral characteristics are obvious,national security prevention and control pressure is increasingly prominent.In the context of the era of "Belt and Road" construction,how to deal with the dialectical relationship between strengthening supervision and optimizing services,at the same time,to maximize the flow of goods and people easy to travel,strengthen the study of the security situation of the country,prevent all kinds of risk challenges in the construction of the "Belt and Road" of docking services,intercept epidemic diseases,illegal immigration,terrorism,new pests,dangerous weapons and other risks through the port illegal entry,and actively explore the solution to national security problems and national security.It is extremely important to make every effort to safeguard national security and economic interests.This paper will start from the evolution and connotation characteristics of national security,analyze the customs in the service "Belt and Road" construction of the functional positioning,analysis of customs inspection and integration of the background of national security risk prevention and control situation,as well as customs in the service "Belt and Road" construction of the new challenges of national security,Summarizing and refining the five challenges from the intensified ideological infiltration along the Belt and Road,the high risk of illegal entry of people,logistics and capital flows,the increasingly serious biosecurity challenges of the country in the "Belt and Road" promotion,the frequent frequency of smuggling activities such as agricultural products,frozen goods,and the enormous pressure of control of the security threat of epidemic diseases,etc.,and correspondingly focus on accelerating the integration and optimization of port management authority,strengthening the overall security frontal supervision and control capacity of the country.Explore and carry out the construction of the national security management system,strengthen the construction of the public health security system at the port,strengthen the quarantine line of the national gate security port,optimize the entry animal and plant quarantine mode,build the national gate biosecurity barrier,deepen the cooperation between customs risk management and law enforcement along the line,and urge the national gate security joint defense and control and other five aspects to put forward ideas and countermeasures.
