Leaders of the communist party of China(CPC)have stressed on many occasions that "the party should govern the party with full and strict discipline",and that the top priority of "managing the party well and curing the party" is "managing cadres well and governing officials with full and strict discipline".Economic responsibility audit is an important way to effectively supervise the performance of duties of leading cadres,as well as a "good medicine" to promote the compliance of leading cadres with discipline and law,honesty and self-discipline.The application of economic responsibility audit results is the concrete embodiment of audit results.After the 19 th CPC national congress,the CPC central committee decided to establish the audit commission of the CPC central committee in March 2018,in order to further strengthen the leadership over audit work,build a centralized,unified,authoritative and efficient audit supervision system with comprehensive coverage,and better play the role of audit supervision.This fully reflects the party central committee to audit the work of high importance.Economic responsibility audit as an important part of audit supervision system,its status will be more prominent;The application of economic responsibility audit results will be more important.At the same time,in order to meet the new requirements of the new situation,to further improve the system of economic responsibility audit,the CPC Central Committee in October 2010 by the general office of the central committee of the communist party of China,issued by The General Office of the State Council of the main leaders of the party and government cadres and state-owned enterprise leading personnel of economic responsibility audit regulations "(hereinafter referred to as the regulations)was revised,and effective as of July 7,2019.The newly revised regulation applies a special chapter on the audit results of economic responsibility to further refine the relevant content,which is of far-reaching significance for improving and perfecting the audit system of economic responsibility in the new era,strengthening the management and supervision of leading cadres of the party and government and leading personnel of state-owned enterprises,and promoting the construction of clean and honest party conduct.As a staff member of audit bureau of Wuhou district in Chengdu.I have been engaged in government economic responsibility audit for a long time.Based on the revised "regulations" as the guidance,in accordance with the basic theory of economic responsibility audit framework,focusing on the wuhou district of leading cadres economic responsibility audit results using the reality of the situation,by collecting relevant data,questionnaire,interview and statistical analysis,combing the economic responsibility audit results using the existing problems and its deep insight into the nature of the cause,and connecting with the auditing theory and related research at home and abroad,put forward to improve grass-roots economic responsibility audit results using the countermeasure and the suggestion,in order to promote the development of wuhou district economic responsibility audit norms,It provides reference for Wuhou district,Chengdu city and even the whole province to improve the application of economic responsibility audit results of grassroots leading cadres.
